The Program Development Manager (PDM) provides strategic direction and facilitates effective collaboration with all key stakeholders to deliver on the strategic intent of Children Believe and on the specific focus set for the Country Office (CO) towards Centre of Excellence (CoE). The PDM takes lead in program monitoring, program development and business development and oversees the program design, program implementation of sponsorship-program ensuring quality implementation of all grants funded programs and projects delivered through our CO/Region. The PDM delivers presentations to a wide variety of audiences, including potential donors and must possess the ability to think strategically across layers of organization. S/he is responsible for program planning and program reports.
The PDM will lead Program Design and should be good with Proposal Writing with the support of program team. The PDM is responsible for Business Development by scoping potential donors, building relationships and ensuring a healthy pipeline maintained of prospects. This role is responsible for documenting and generating all program records. The PDM will supervise and provide support to all sub-projects within the Program Portfolio. PDM leads the program planning with partners and CO team, set annual program & policy targets, ensure quality implementation, monitor and facilitate Paraguay program as a Centre of Excellence in Child Protection and participation.

This is a hybrid position. Our Hybrid Workplace Program is a flexible work arrangement that permits employees to work remotely while also occasionally being required to come into the Organization’s office. The work schedule needs to be pre-agreed with your line supervisor.
This role includes, but not limited to:
Develop strategic documents for program/project planning and implementation, Centre of Excellence on Child Protection and Child Participation, such as policy papers / briefs, concept notes, implementation plans etc.
Ensure the participation and involvement of relevant stakeholders in program/projects -implementation so that the process is inclusive, participatory, transparent and gender transformative.
Actively seek opportunities to contribute to CB’s global learning and influence agenda and participates in global community of practice.
Explore opportunities for program innovations and initiate specific studies or research supporting local partners’/grant unit to design innovative program interventions.
Ensure that key lessons and best practices from monitoring and evaluation are incorporated into program/project planning and implementation.
Take lead to conduct prospect research to fully understand business and review RFPs for complete understanding of proposal submission requirements.
Ensure the development of donor reports for projects under his/her management and their timely submission to the donor.
Develop strategic relationships and partnerships with key stakeholders at community, district, regional and national level.
Ensure the partners adhere to sponsorship standards with regard to the programs, finance and sponsor relations and MELKS standards as agreed per the partnership agreement.
Provide guidance and evaluate sponsorship activities and monitoring systems, emphasizing Quality Assurance (QA) and Continuous Quality Improvement (CQI).
Prepare monthly, quarterly, semi-annual, annual and other program/project and financial reports aligning with project design and donor requirement.
Create and document knowledge assets including blogs, quality case studies and other relevant communication outputs for dissemination and to support of operational / strategic KPIs on a periodical basis
To act as Focal Point and ensure compliance with all CB policies and procedures including 100% compliance to Child Safeguarding Policy, Child Protection Policy and PSEA policy.
The ideal candidate possesses:
Education:
Master’s degree or equivalent in Project Management, Business Administration, Social Sciences, or relevant development field.
Experience:
Minimum 5 years work experience in the development field with at least 2 years in a leadership role with experience in management and execution of programs related to at least 1-2 of the priority issues envisaged in CB’s current strategy.
Knowledge and Skills
Has experience in program design, proposals development skills
Excellent research and writing capabilities. Excellent written communication and presentation skills in English; with the ability to deliver presentations to a wide variety of audiences, including potential donors.
Ability to think strategically across layers of an organization and to develop nuanced reporting mechanisms.
Demonstrated experience in building networks with development agencies, funding agencies and writing successful concept papers, grant proposals and donor reports at national & regional level.
Experience in engendering / practicing Results Based Management (RBM) or using Participatory Development Approach (PDA) tools.
Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems;
Excellent interpersonal skills; ability to establish and maintain effective working relations with sensitivity and respect for diversity;
Strong computer skills, with familiarity in using Microsoft Office suite and other relevant applications.
